Treasury and IRS Designate 6,576 Opportunity Zones for 2027

    Published · OpportunityZonesMap.com independent explainer

On November 5, 2026, the U.S. Department of the Treasury and the Internal Revenue Service announced Qualified Opportunity Zone designations for all 50 states, the District of Columbia, and the U.S. territories. That release is the federal publication of the 2027 Opportunity Zone map, not a state press release and not a third-party tracker.

This page is OpportunityZonesMap.com's independent explainer of the official data: headline counts, how designation differs from eligibility, state and territory totals, and how to read the tract list. It is not an official Treasury, IRS, or CDFI Fund website.

    Headline numbers

Counts below come from the official CDFI designated-tract workbook and match the national totals in Treasury's November 5, 2026 announcement:

    MeasureCount
    Designated 2027 QOZ census tracts6,576
    Rural designated2,594
    Non-rural designated3,982
    States, D.C., and territories56
    Florida designated342
    Florida rural designated98

Effective date: January 1, 2027. Treasury's announcement states that the new designations take effect that day and retain the designation for ten years, which runs through December 31, 2036.

The 2018 Opportunity Zones remain a separate map for the rest of their own designation period. A tract on today's 2018 map is not automatically the same as a 2027 designated tract.

    Eligibility vs. final designation

    1. Eligible tracts were the larger pool that could be nominated. Eligibility alone did not create an Opportunity Zone.
    2. Nominated tracts were the ones governors (or equivalents) submitted. Nomination was not the final federal publication.
    3. Designated tracts are the certified Qualified Opportunity Zones. The November 5, 2026 CDFI workbook is that designated list: 6,576 census tracts.

In plain terms: eligible meant "could be chosen." Designated means "is on the official 2027 list."

Rural designation vs. a generic rural overlay

On the official list, each designated tract is marked Rural or Non-Rural. "Rural designated" means the tract is on the 2027 designated list and marked Rural: 2,594 tracts. That official label is not the same as shading every place that looks rural on a basemap, and it is not the same as older "eligible rural" pools.

    What an address can show

Once a property is matched to its census tract, it may fall into one of four patterns:

    • in an original (2018) zone only
    • in a 2027 designated zone only
    • in both
    • in neither

County name alone is not enough; status follows the tract identifier on the official list.

The rows below are a sample from the official list so you can see how tract identifiers, places, and rural status appear, including identifiers that keep a leading zero. This sample is not a complete list for any state or for the country. The complete official membership is the CDFI workbook (6,576 tracts).

Tract identifiers on the official list are 11-digit census tract codes (leading zeros matter). A separate official QOZ ID also appears in the government file; the 11-digit tract code is what you use to look up a place on the list.

Existing map vs. the new 2027 designations

The original 2018 Opportunity Zones and tracts that were eligible for nomination under the OZ 2.0 rules are distinct from the new designations. The November 5, 2026 federal publication is the final designated list for zones that take effect January 1, 2027.

Readers should treat those as distinct:

    • 2018 / original zones: the legacy designation round
    • Eligible tracts: could be nominated; not automatically designated
    • 2027 designated zones: the official new list summarized on this page
    • Rural designated: the rural-marked subset of that new designated list

Use this page and the official CDFI workbook to confirm 2027 designation status. Do not assume every 2018 zone carries forward, or that every eligible tract was designated.
