Virginia's OZ 2.0 map is final. 153 tracts are designated, effective January 1, 2027, replacing the 213 current zones, which remain in effect through December 31, 2028.
This map opens on the official 2027 designated Virginia Opportunity Zones (deep blue), effective January 1, 2027, from the list Treasury published November 5, 2026. Use the Layers panel to see the original 2018 zones (gold, in effect through December 31, 2028), both maps together, or the non-final eligible pool. On the 2027 view, the rural toggle shows only tracts marked Rural on the official list. See every designated Virginia tract on the 2027 list.
Virginia has 213 designated Qualified Opportunity Zones across 71 jurisdictions, with concentrations in the Richmond metro, Norfolk/Hampton Roads, and several independent cities. Virginia's OZ program spans its diverse economic landscape, from the Northern Virginia technology corridor and Richmond's revitalizing urban core to rural Southwest Virginia's Appalachian coalfield communities.
Richmond's OZs have attracted significant investment activity driven by the city's remarkable urban renaissance over the past decade, with multifamily housing, adaptive reuse, and mixed-use projects transforming neighborhoods like Manchester, Scott's Addition, and Southside. Hampton Roads' zones offer industrial, military-adjacent commercial, and workforce housing investment opportunities in one of the largest military complexes in the world. Southwest Virginia's Appalachian zones represent some of the state's most economically distressed communities, with emerging opportunities in outdoor recreation, energy transition, and rural broadband infrastructure.
All OZ 1.0 designations remain in effect through December 31, 2028. Virginia's federal government employment base, proximity to Washington DC, and diverse metro economies provide strong demand foundations for OZ investments across the state.
