    About Vermont Opportunity Zones

Vermont has 25 designated Qualified Opportunity Zones across all 10 counties, concentrated in Burlington, Rutland, St. Johnsbury, and Newport. Vermont's OZ program is the smallest by zone count among the contiguous states, reflecting the state's small population and relatively low density of economically distressed census tracts.

Burlington's OZs offer New England's smallest-city OZ investment opportunities, with a tight housing market, strong University of Vermont and medical center anchor demand, and a growing technology and remote work economy. Rutland's zones present post-industrial redevelopment opportunities in a market that has become a national model for small-city revitalization through refugee resettlement and entrepreneurship programs. Vermont's rural northeast kingdom zones, in Caledonia and Orleans counties, offer the most economically distressed investment environments in the state, with distinct agricultural and rural tourism opportunities.

All OZ 1.0 designations remain in effect through December 31, 2028. Vermont's exceptional quality of life, remote work appeal, and strong local food and craft economy create a distinctive OZ investment narrative.
