Pennsylvania's OZ 2.0 map is final. 218 tracts are designated, effective January 1, 2027, replacing the 300 current zones, which remain in effect through December 31, 2028.
This map opens on the official 2027 designated Pennsylvania Opportunity Zones (deep blue), effective January 1, 2027, from the list Treasury published November 5, 2026. Use the Layers panel to see the original 2018 zones (gold, in effect through December 31, 2028), both maps together, or the non-final eligible pool. On the 2027 view, the rural toggle shows only tracts marked Rural on the official list. See every designated Pennsylvania tract on the 2027 list.
Pennsylvania has 300 designated Qualified Opportunity Zones across 63 counties, with the largest concentrations in Philadelphia, Allegheny County (Pittsburgh), and a number of post-industrial cities across the state including Reading, Allentown, Scranton, and Harrisburg. Pennsylvania's OZ program is one of the most geographically and economically diverse in the nation.
Philadelphia's OZs have been among the most active in the Mid-Atlantic region, attracting substantial Qualified Opportunity Fund investment in multifamily housing, life science research facilities, and mixed-use development, particularly in neighborhoods like Kensington, North Philadelphia, and West Philadelphia adjacent to the University of Pennsylvania and Drexel University. Pittsburgh's zones offer a contrasting profile: a city in the midst of a technology and healthcare-driven renaissance, with OZ-eligible neighborhoods like Hazelwood, the Hill District, and the East End seeing significant investment activity. Pennsylvania's Lehigh Valley and mid-state post-industrial cities present lower-cost urban redevelopment opportunities with improving fundamentals.
All OZ 1.0 designations remain in effect through December 31, 2028. Pennsylvania's anchor institutions, from Penn Medicine and UPMC to Carnegie Mellon and Penn State, provide durable economic foundations for OZ investment across the state.
