    About Oregon Opportunity Zones

Oregon has 86 designated Qualified Opportunity Zones across 30 counties, with the largest concentrations in Multnomah County (Portland), Lane County (Eugene), and Marion County (Salem). Oregon's OZ program spans its urban Pacific Northwest markets, mid-sized Willamette Valley cities, and rural eastern Oregon communities.

Portland's OZs have attracted multifamily housing and mixed-use investment driven by the city's severe housing shortage, though Portland's regulatory environment and market uncertainty have tempered some investor enthusiasm. Eugene and Salem offer lower-cost urban OZ investment opportunities with strong university and government employment anchors. Eastern Oregon's rural zones, spanning high desert, ranch, and timber communities, represent opportunities for patient, mission-aligned capital focused on rural infrastructure, affordable housing, and agricultural facilities.

All OZ 1.0 designations remain in effect through December 31, 2028. Oregon's housing crisis, population density in the Willamette Valley, and growing outdoor recreation economy create distinct investment opportunities across its OZ footprint.
