Minnesota's OZ 2.0 map is final. 73 tracts are designated, effective January 1, 2027, replacing the 128 current zones, which remain in effect through December 31, 2028.
This map opens on the official 2027 designated Minnesota Opportunity Zones (deep blue), effective January 1, 2027, from the list Treasury published November 5, 2026. Use the Layers panel to see the original 2018 zones (gold, in effect through December 31, 2028), both maps together, or the non-final eligible pool. On the 2027 view, the rural toggle shows only tracts marked Rural on the official list. See every designated Minnesota tract on the 2027 list.
Minnesota has 128 designated Qualified Opportunity Zones across 57 counties, with the largest concentrations in Hennepin County (Minneapolis), Ramsey County (St. Paul), and St. Louis County (Duluth). Minnesota's OZ program covers both its Twin Cities urban core and a significant number of rural and tribal communities across Greater Minnesota.
Minneapolis and St. Paul OZs have attracted multifamily housing, mixed-use development, and light industrial investment, with particular activity in neighborhoods like North Minneapolis, the East Side of St. Paul, and the Midway area along the Green Line corridor. Minnesota's strong economy, anchored by Fortune 500 companies in healthcare, retail, and financial services, provides durable demand for urban OZ investments. Duluth's zones offer post-industrial waterfront and mixed-use redevelopment opportunities on Lake Superior. Rural Minnesota zones span Iron Range communities, tribal lands, and agricultural small towns.
All OZ 1.0 designations remain in effect through December 31, 2028. Minnesota's high quality of life, strong labor market, and diverse economy make it one of the more compelling Midwestern states for long-term OZ investment.
