Hawaii's OZ 2.0 map is final. 25 tracts are designated, effective January 1, 2027, replacing the 25 current zones, which remain in effect through December 31, 2028.

This map opens on the official 2027 designated Hawaii Opportunity Zones (deep blue), effective January 1, 2027, from the list Treasury published November 5, 2026. Use the Layers panel to see the original 2018 zones (gold, in effect through December 31, 2028), both maps together, or the non-final eligible pool. On the 2027 view, the rural toggle shows only tracts marked Rural on the official list. See every designated Hawaii tract on the 2027 list.

    About Hawaii Opportunity Zones

Hawaii has 25 designated Qualified Opportunity Zones across its 4 counties, Honolulu, Maui, Hawaii (Big Island), and Kauai. Zones are concentrated on Oahu, particularly in lower-income neighborhoods in Honolulu, with additional zones on Maui and the Big Island. Hawaii's OZ program is shaped by the state's unique housing market dynamics: extremely high costs, limited land supply, and strong demand driven by tourism and remote work migration.

Investment in Hawaii's OZs has focused primarily on affordable and workforce housing development, where the state's housing shortage is most acute. Commercial and mixed-use opportunities exist in transitional urban neighborhoods on Oahu and in rural communities on the neighbor islands. The state's remote location and high construction costs create significant barriers to entry, but also limit competition and support long-term appreciation for well-underwritten projects.

All OZ 1.0 designations remain in effect through December 31, 2028. Hawaii's severe housing affordability crisis and the federal OZ incentive create alignment for investors willing to navigate the state's complex regulatory and permitting environment.
